Citizens to Preserve ND Property Rights

This group asked us to help them develop and implement a strategy to defeat an initiated ballot measure calling for a ban on high-fence hunting on privately held land. Our first step was conducing research to identify key target audiences and test message effectiveness.

Our research identified two effective positions on this issue. The first and most compelling was the issue of property rights. A secondary issue was the opportunity to promote the economic and sporting benefits of high-fence hunting. In addition to key target audiences of land owners and hunters, we also targeted the general voting public to create a wide base of awareness of the issue and support for defeating the measure. Our strategy included grassroots activity, paid advertising, lobbying and public relations/earned media. This approach proved successful as the measure did not receive enough valid signatures to appear on the ballot.
